Someone could make a plugin so if in server is cheater then user can report that user with command /reportuser name reason and it will add a line to some file (not sql..) and admin can look it in motd typing in console /reportedusers or smth like that.. there admin can see Username, Reported user IP (notsteamid), Reporter, reporters IP, and reason.. please .. and sorry for my bad english=]

What's the point of this ? You would have to check the file every minute if you want to catch the reported cheater yourself. Better ask your regulars to record demos and have them submit them to you, or use a plugin that makes reports appear in your IRC channel.
