Not more than 2 CT's

I have this as cvars:

And only 2 player can join CT, the rest can't see the MOTD at all, is there any other cvar to set?

bhop_cave , which should has enough CT spawns I think.

The maps have enough spawns, it just doesn't display the motd at all, nor selecting team, nor selecting a class, my humans_join_team is CT. Sometimes 1 or 2 players can see the motd, after that they get just stuck like in free mode.

bhop_cave has 20 CT spawns.

Check that mp_limitteams is not change somewhere else in any .cfg or plugin.
