Clock Text+Close Server

Can one create this plugin:

When it Clock FX. 20:00

The server writing "Server Shutting Down in 1 Minutes!"

And then after 1 Minut the server says "Farewell"
And then the server Close i mean Dedicated Server

Can one Create or give link to that plugin? Please

So you want it to close the sever when there is 20 minutes left on the map?

No i want it when the clock is 20:00 the server close but first that text i said !

So wheen the clock (Server time) is 20:00 the server will say

"Shuting down in 1 minute"

After 1 min

"Cya, tomorrow"

And then the server will shut down

Or what?
