wats the diffence between server.cfg and amxx.cfg?

Hm, i had to create my server.cfg...
There is all my Cvars... for CW's and so.
In amxx.cfg is the standard amxx config thing...

server.cfg is only executed once, when you launch your server. amxx.cfg is executed upon every mapchange.

So you have to restart your server if you want to change it?
Or use "amx_exec server.cfg" or what?
