He has already posted a Season 2 that is free and Liinuss has posted some skills that you can add yourself too.

Or did you want what lobopack made for his own servers for free? He stopped working on it because CS 1.6 is pretty much dying.

Worldwide is dying, but here in my country at least is still alive and with many people playing it. My servers are most of the time 120/230 slots and we don't have the best programmers in the world hahaha, we are looking for someone but everyone expects money from it (they are right about selling their work, but I do all this just for fun and for the CS community.. I don't even gain enough money from donations to sustain the server hahaha)
