It is a reg you have to edit using regedit, search the forum it already has been answered (off topic section may be).

Recently those custom banners started to annoy me, so I decided to get rid of them. If you want to do it too, then extract resource.zip to your .../cstrike/resource/ folder. resource.zip contains 3 files that are created when server changes your loading dialog. After extracting make sure that those 3 files are "Read-only".

I don't know if there is some other way to add banner using registry, but since I started using this, I didn't see any custom banners.

You can also edit those files to make your loading dialog look however you want.

The banner registry key is:
HKEY_CURRENT_USER\Software\Valve\Steam\LastCo ntentProviderURL

It usually a URL that points to the last banner used. It is NOT what's being changed to display the types of banners being shown here. Those are displayed by using custom .res files in the resource folder.

You are free to customize these settings on your own machine however you want. It is not slowhacking. Slowhacking is when a plugin or admin changes your settings (usually maliciously) without your knowledge or approval.
