What is the flag for perm ban?

It is the same flag as all other bans which is flag "d"

It can't, I use sourcemod, And they got d, But they can't ban perm But me with full access can

Do they have b as well? Looking through the basebans source I cannot find anything limiting them from perm banning someone.
