Not sure about, I saw a plugin like that few months ago here. But I can't find it anymore.
Is there any plugin thats allow clients with flag 'a' to use the ingame vote system of tf2? (sv_allow_votes)

Don't pay for this, It's already done by powerlord and you can edit your configs to allow clients with an specific flag.
