How to fix "no guns and medic kits" in the first map of L4D2?

When i start my server from lobby, there are no guns and medic kits in the first map like No Mercy, i have to restart the map, anyone know why?

replace L4DToolz with Left4Downtown2
with L4DToolz I've been having this bug a lot, also scavenge no cans bug, after switching to l4downtown I didn't see any of these bugs yet
