Yes, I believe it's a scripting issue but it's mostly related to 1.8.2, or changes made to it's modules in that new version. Or maybe I'm missing new inc files and compiling for older function structures?

tried to install metamod 1.21 AM with 1.8.2 amxmodx
now Metamod version 1.21p37 2013/05/30 installed with 1.8.3 dev amxmod
- same problems. amx_help, amx_menu, amxmodmenu not show anything in game console. In server console - all fine.
