Anyone know if it's possible to update the GUI buy menu to appear and function like the CS2 and Valorant style buy menus?

That's true. @csykosoma For make all use that GUI, you will need to make your own CS 1.6 client, which needs to connect with a server (in this case, your server) which needs a system that only allows to people that use your client to enter to your server. Like a "steam only" server or a server that requires of SXE to enter and play on it.

That's just a modified hud for game client. Also everybody will don't have that hud when that people will enter to the server from any client (only each ones)

Edit: nice hud!

No. You can always upload it to your own client but you're always risking the possibility of it getting banned. Does not require anything external. You just cannot apply the same content server side to all clients.

Yes. But what i mean is that he can create a CS client using for example a "Non-steam" version and modifying it to add that HUD and make it all use it on your server. And for do that, you will need to make a system that only should allow to people who use your client to enter to your server.

I think that it's the unique form, because is very obviously that there will be someone who will want to play your server without that custom HUD that you wanna make all of your members use it. Everything would be more easy if there would be a plugin for HUD replacement (like Weapon Replacement plugins, but for GUIs). But actually is not very possible, because it only affects to client side and not to server side.

This needs to be ingrained into your skull. Stop DISCUSSING ANYTHING related to non-steam or cracking anything steam related on these forums. It's mentioned in the rules and its been a few times you have been told.
