Hello,
I am having trouble installing your tf2items plugin. I am running a Dodgeball Server and someone gave me the attributes/coding to disable "air blasting people back". I put it into my Config Folder and when I attempt to air blast someone, it still allows me too. I have changed the map, restarted my Server still no luck, so, why is this happening.

The download link you provided was not working for me and I was not able to download the file, however a friend of mine who is currently using your tf2items Plugin told me to use this link: https://builds.limetech.io/?p=tf2items

However it did not come with tf2items_manager Plugin.

It comes with the source code for the tf2items_manager plugin, which is why I asked if you had compiled and installed it.

Anyway the file I downloaded did not come with a Plugin (.smx), however as you said above about the Source Code with the Plugin in the file, where do I find it?

You need to compile the plugin to get the binary (.smx):

-> Compiling SourceMod Plugins
... or via:
-> Spider - A Replacement Webcompiler
