[Any] Spectator Hit Sound

This plugin plays a sound to the spectator when the observed player hits a target

Stick to 1 indentation, spaces or tabs.
Stick to 1 style, new syntax or old.

sdr123, Thais was only tested in TF2 but I will try to find out why it does not work on CSGO. I will record a video after I finish adding a extra feature to display in HUD the name of the last hurted victm.

Mitchel, I using only tabs, the indentation and syntax mix where caused by lazy ctrl + c, ctrl + v. I will fix it. Thx for warning.

edit: I not adding the hud thing anymore. Not usefull.

I re-wrote the plugin, it now is uses less resources and should work on any game

It's like Overwatch feature in csgo? When suspected player kill some1 there is some sound, but there is when player you spectating hit some1, right?
