then obviously something wasn't installed right
reinstall sourcemod (or w/e plugins like smac etc have those translation files) and if ur using FileZilla or something similar, check at the bottom for 'failed transfers', sometimes they just need to be re queued and will be copied finally. If the translation files still aren't copied then check with host, but I don't see why they would block txt files..
