There's a reason why it's not working, add debug to plugins.ini, then restart.

You didn't add debug, open plugin.ini and add next to "zp_rounddraw_blast2.amxx" so it looks like this zp_rounddraw_blast2.amxx debug

I compiled the plugin myself and the problem was solved
