I want to ask the players to change their rates on connect, like https://forums.alliedmods.net/showthread.php?t=82886 this plugin does for redirecting, but dont understand how that plugins opens/uses that menu could you please tell me how to use that to change a players cvar?

You can't. That menu is built into the game to only work with redirections, and nothing else. The only thing you can do is tell the client to change the cvar themselves, and hope they do it.
