I downloaded the latest build.

AMXMODX \ metamod not installed.

running a server: ./hlds_run -game cstrike +port 27015 +ip 89.223.41.156 +maxplayers 32 +map de_dust +servercfgfile server.cfg +sys_ticrate 1000 -pingboost 1

The server does not start:

Try starting it again? I always got that message on the first time I tried starting it

Try starting it without any parameters beside -game cstrike.
