how many 32 Slots servers can i make in this ?

Processor : Intel® Xeon E3 1220v3 3.10 GHz
http://ark.intel.com/products/75052/...Cache-3_10-GHz

Ram : 16 GB

hard disk: 1TB

Traffic : Unlimited

download speed = +500 MB , upload speed = +900 MB

Question : the server works better with Hyper-Threading or not?

4 servers (number of physical cores = number of servers).

And no it doesn't work better with hyperthreading. If a server is running on a hyperthreaded core, that server (and the other one running on the same core) will experience a lot of lag.

a modern CPU (2012+) can easily handle 3 servers on the same core

I'd say 9-12 servers (depending on plugin usage).
