For people who are confused about everything (as I was) here's the aggregate list of unusual effects and their corresponding #:

Here's a sample configuration with a brief description on how to put unusual effects on items (such as hats/weapons):

That's the image from the TF Wiki, right? I wonder why they left Stock (0), Strange (4), and Unique (6) unnamed on it... Also, why is 10 labeled "Customized"? Customized items (renamed stock items) are given the Unique quality...

No idea, I just embedded the image that was provided in the first post so people don't have to open multiple tabbed windows.

Also, is there a plugin or modification that allows users to choose what unusual effects to apply to whatever item they wish? It gets semi-tiring having to update the tf2weapon.txt and reload it every time someone requests a new feature.

Not unless they stole my image.
It's item prefix, not quality name (and I don't think Strange existed when I made it either).

There's no circling skull unless you're talking about damage/sec attribute effects such as when the heavy wears gloves of running gently.

There is, and a few more such as Circling Moon Cloud, and other i don't remember the name, as you can see on the bellow links (and also documented on the wiki I think). However, nobody seems to know the ID's.

There are no ID numbers for these. You don't have to take our word for it... if you have a server, look in orangebox/tf/scripts/items/items_game.txt and scroll down to "attribute_controlled_attached_particles" which lists all the particle effects that the game currently supports.
