User cfg settings change
Where can I see what has changed?

Set your config files to read-only and they won't be able to change anything.

I dislike setting read-only permissions on that file because then I can't change things like volume in-game and have it save. This is why userconfig.cfg exists. Write all the settings in userconfig.cfg that you want to be restore every time you start the game. The caveat with this method is that if you don't have it in userconfig.cfg then they'd still be able to set it.
