Vauff - that's a fair point...but then, why would Valve tell Tournament Organisers they must use tv_snapshotrate 128 and tv_snapshotrate1 128 in the server configuration (which I am trying to achieve/purpose of this post) via their major rule book? this cannot be any other value if a TO is sponsored by Valve to host a Major.

You just answered your own question. As mentioned before, the increase in delay is what causes the memory to exceed. The delay for GOTV does not go above that, and as per your rule book reference, the delay is managed by tournament organizers and not to do with the snapshot rate.

Nothing has changed, increasing the delay with two GOTVs will cause the issue. Lowering the delay will allow for both to run at higher snapshot tickrate.

A final note, tv_delay default value is 10 and tv_delay1 default is 15. The example in the rule book uses 7.

Either lower the snapshot tickrate or lower the delay.
