Hi,

Can I get handle of (non-admin) menu currently displayed to client to append additional item (without editing plugin that responsible for creation of that menu)?

I'm not sure if you can, without calling a forward during the menu's creation and passing the handle of that menu. This thread has a similar question to yours: https://forums.alliedmods.net/showthread.php?t=179106

In general, plugins can't fiddle with the operation of another plugin without that plugin's cooperation.

Anyway, for admin menu there is such API.
