Not sure if this is still supported however there is a small problem with this plugin on CS:S,
"CCSPlayer::SwitchTeam< 1 > - invalid team index."

This plugin would work great if it didn't scramble the teams immediately after a vote instead of waiting for the round to finish. Too many other devs are unwilling to change their votescramble plugin to not restart the map after a vote.
