No matter how you make it, the core code has nothing to do with AMXX. You have to have a payment gateway that handles the payment and everything else first, which can't be done with AMXX. The script handling the gateway can either edit the users.ini file or the SQL database and then use RCON to reload the admins or just let the admins reload on mapchange.

Its easy, i have been made one but is private i cant post on am. You can use daopay to mobile payments and you need learn PHP to build this. And you need put admins by SQL.

A solution will be to have a payment gateway, like Yami said, and to known basics of PHP.

It would be much easier for you to load your admins from database, so you can query your database (in PHP), everytime a payment was made.
