All stuff could be configurated in plugin_init so you wouldn't have to check anything when command is typed by player.
Check that mapname contains '_' before you trie to retrieve prefix.
If not file is founded and no prefix file and no default file, just don't register the command.
Also, update the colorchat function, player index is never passed.

but when i delete standard MOTD (motd.txt) start MOTD isn't displayed when the player is connected to the server.
