When an admin comes online he should be asked for pin to use his admin powers...

And pins should be put or saved in a file list "pin.txt" or in vault

Assign admins by SteamID and then it will be protected by a person's Steam login. This is the best method available. Any other method is much less secure.

You forgot about "setinfo _pw" and SteamID ?
