How to freeze during votemap? (CS 1.6)

Hello everyone.

A few days ago, I connected to a server that freezes all the players during votemap, the screen fade to black and a message appears on HUD : "Awaiting for ending of the vote".
After the votemap be conclued, players are defreeze and screen backs to normal.

Does anybody knows which plug-in is that?

I saw a plugin that does those stuffs in a russian forum (feels) called Lite Mapchooser or something similar. U can try it.
