Normally the NICs cpu handles compression unless you override some driver settings.

Does it work the same on hypervisor managed hardware in a VPS? Since the hypervisor layer has has to access the system call table for both OSes (Debian accesses its call table which causes the hypervisor to look up its one.) there would at least be some overhead even if they simply changed the packet headers prior to offloading them to the NIC?
I happen to be having the same kind of issue. I have two servers of equal specs with my hosting provider. One is dedicated and has no issues. The other one is a KVM type VPS which gets spikes, its var is usually around 0.5-1ms but varies all the way up to 16ms which shows as red on the net graph at 128 tick. My main server has a variance that sits at around 0.05ms all of the time. I made the changes suggested in the performance.cfg and added them. They do not appear to have made much of a difference sadly. I have talked to my hosting provider and they have said that there is no issues (such as an abusive neighbour) present on the node. I have the server processes running at -5 nice (above normal/high) and they are the only thing running on the server. It does not swap as it has plenty of ram. It is running an SSD and has an i7-4820k.
