CS:SDM and Source/meta mod Problems

I have been trying to figure this out for the last 5 hours, I simply cant get my listen server to work properly with any of these. I believe i have all the files in their correct place. Addons/Sourcemod and Addons/metamod and Cstrike/CSSDM

I have a VDC, for meta mod that says

"Plugin"
{
"file" "../cstrike/addons/metamod/bin/server"
}

Meta list in console comes out as

] meta list
Listing 1 plugin:
[01] <NOFILE>

What am i doing wrong? If im leaving out information let me know!

Well, i found out my problem, it was my INI file, i didnt add CSSDM to it, and i got everything working now! I was wondering if there was a way to turn off Respawn on only one team! T's have only knives, and Ct's have guns, Trying to turn off CT's Respawn, kinda like a survival Thing. Any help would be nice! Thanks in advance!
