I noticed some weird stuff in TF2 lately regarding the sm_rename command. I think this started sometime in the last 1-2 months, but do not remember exactly when.

When I use a sm_rename command on a player, such as myself (sm_rename @me "Some new name"), my name does get updated on the score-board. However, any text-chats that I send still show as coming from my original name?

I just tried updating to the latest Linux Stable snap-shot (1.7.1-git5167). The issue apparently still persists with that build.

I think I've heard stuff on the IRC saying that this is a tf2 bug.

It's indeed a bug in the game itself. Even player's renaming themselves via Steam has some quirks in game. The issues will be fixed in the next TF2 update. See this thread for more info, https://forums.alliedmods.net/showthread.php?t=260065

While that pull request would work around the issue for sm_rename, player-initiated name changes would still have issues until the next game update. That will probably happen before the pull request lands anyway. It was more targeted at CS:S and CS:GO.
