[Request] Kill / Bang / Marry vote (sm_vote_kbm?)

The way I picture this working is something like this:

It works kind of like a kick-vote.
Players or admins initiate the vote with some command and/or chat-trigger with the player to vote about (like !votekbm playernamehere)
Players (except the one being voted about) are given a menu with several choices (Kill, Bang Marry or decline to say/abstain from voting/close menu).

Responses are echo'd to chat (controllable by a CVAR ideally - in case server operators want to cut back on the spam).

A final tally is produced at the end, ideally sorted in order from most voted to least voted:

- Declined to say: 0

Obviously, support for translations appropriately.
Ideally, a CVAR to determine whether or not if the most-voted result is "kill", to slay the player in question at the end of the vote.
