Normally it shouldn't. I don't have any normal skin as of right now, but it should work normally. For example I had an AWP Asiimov, and gave it to everyone on round start on my server using that method. If you don't have a skin equiped, it's normal that you don't get a skin.

EDIT: Do you try to get an AK-47 with skin from someone which is CT at this point? If yes you need to fake the team of that client for this tiny moment.
