I think not. Try it and if you see that players are being frozen from time to time and do not have speedhack then the plugin is affecting players.

when i try to run, i move like very slow, like on the moon... :-(

i am using default config...

i tried on war3ft, bf2, deathmatch...

which is means 2steps move, sometime freeze then start again walk and again freeze...

Try changing the settings. The plugin will do the job if it is well configured.
Also post them here after you get a good result. It will help others and also me for future versions.

i am testing now spd_limit 150 and spd_loss 5 on public/deathmatch servers, spd_limit 200/spd_loss 10 on bf2rank, war3ft...

lets see result, 120/3 or 120/5 somehow stuck... i tested using bunny on server, bit stucky... and movement too...
