Hello when i have the test plugin in server and try to test the steam module it works but if i delete it and someone use !calladmin show only on chat no message on steam

What does your plugin.calladmin.cfg look like?. Have you tried the development version? The development version has the same version number so i cannot tell from the plugin list. What does it say in game when a report through the menu is being made?
