This plugin will force everyone to use a specific class:

Now I'd like to have possible a cvar that controls whenever its allowed to switch classes or not.

For example:
If the class switch is blocked and I do:

sm_setclass @all heavy

Then no one should be able to switch classes anymoe, like TF2 Class Restrictions does.

Depending on what you're doing with it, you might want to consider [TF2] Class Enforcer instead.
