TF2 arena auto scramble broken ?

Atleast I can't get it working in arena mode at all ...
It's for default arena mode.

What I've tried so far:

testing different settings
tf_arena_max_streak
mp_autoteambalance
It was not working with human vs human (12v12), not working with bots
disabled Sourcemod
disabled SM + deleted autoexec & server.cfg to use tf2 default settings
tested on Linux & Windows

I was not able to test tf_arena_use_queue 1 with humans and with bots it's not working because only 1 bot joins.
I've always had it to 0.

Nothing helped so far, it's really frustrating ... I don't know what else to try.
Could it be broken ? Does anyone else has this problem ?

I started my (client) TF2 today & typed: map arena_badlands in console
-> joined server & typed the follwoing in console

Code:

tf_arena_use_queue 0
tf_bot_quota 16

Killed the bots 6x in spawn.
No (auto) scramble.

I don't know what else to test...
So my conclusion is that auto scramble is not working atm in arena mode.

I'll write fletcher an email.
