Installation
Compile the most recent version from the github repository

To do so I recommend using Spider.

How does this work? Is there a specific admin flag that allows someone to be VIP?

Check out my post here, I provided a good explanation of what flags are required and how to get the plugin functional. I compiled an older version 1.1.0 and got it working - but there are a few issues! https://github.com/b3none/retakes-vip-queue/issues/14
