The plugin will restart the round with times delay & message.

Module:
None

Change:
If you whant amx_rr <times> <delay> <message>
you should put #define Long_Cmd 0 else 1 for amx_restart
<times> <delay> <message>

Cmds:
amx_rr <times> <delay> <message>
or
amx_restart <times> <delay> <message>

and chaged set_cvar_string to set_pcvar_float...

Too simple and the code is kinda "uhh" and familiar. For example you could've just done switch(get_cvar_num("amx_show_activity"))

you meen set_pcvar_string(). that is for 1.8
I tested on 1.76c...

It would be more logic to use set_pcvar_num or set_pcvar_float.
There's no point using set_pcvar_string.
