It's to slow. You want a newer generation CPU that runs at at least 4.2

Then i want to open 64 tick 40 players but must be 0 lag sv var must be only 1,2,3 not more

I've never run 64 tick, but if you have 40 friends I can set one up on my machine and see if it works on 3.6ghz

But only if you have 40 friends. I don't want to a bunch of work and have 1 person join

Edit: my CPU is only 3.3 GHz. It probably won't run 40 slots at any tickets.
