Force Quit HL plugin

I saw this plugin which what it simply does is forcing a player to quit the game to windows.
I got one problem, this plugin only work for non steam player, how would I make it work to force quit HL for the ones who are steam users in my only steam server?
can something in this plugin's script can be changed to do that? and if so, may I get a help please?

That pulgin is useless because it's no longer possible.

So it only works for no-steam players on your steam-only server?

Am i the only one thinking there is something wrong in his logic?

Valve blocked it in client engine because they considered it slow hacking.

I just told you a fact that I know in advance that it does not work for steam only, who said that I've tried it on non steam players in my steam only server?
