Is it possible to disable buymenu, but trigger function on "buy" command

register_clcmd("buy", "shop_menu") 


I tried but, even if buymenu is enabled, outside buyzone function is not being triggered

You should use return PLUGIN_HANDLED in before closing shop_menu or some other way with BuyClose event.
