so my question is simple, is it possible to install the sourcemod web_panel on a free web hosting like 000webhost or byethost and others webhosting ?

( i tried to install it on 000webhost after the installation and removed the install folder ... the website doesn't show anything, it's stuck on a blank page )

You can, but since you have no control over backend it would be a bad experience. The blank page message comes when there is a misconfiguration on the web server. It is a common error and can be seen on HLSTATS as well.
