I believe a convar for footsteps exists in TF2, but I may be wrong.

Should be mp_footsteps "0" to disable footsteps.
Is the plugin you want a command or something, or specific player; otherwise, just change the cvar.

footstep sounds are partially client side. The models make them based upon animation frames.
The server will send them, but even if blocked, the client will play them still.

Is that a fancy sentence for "You can block footstep sounds from other players but the client will still hear footsteps from their own player"?
