It doesn't really matter. If you firmly believe that Valve is alright with this plugin, then send them an email requesting permission, otherwise it seems pretty clear that this type of plugin is precisely what they were targeting with their announcement.

I believe what they mean on inventory.

If the server ignores your loadout and spawns another item. That is falsifying your inventory. Your inventory becomes ineffective and is overriden by a servers false inventory.

In relation of modifying statistic data. They mean plugins that place stattrak on a weapon and display kill counts that are not tracked by Valve servers.

Valve has been very clear on the compliance they are requesting. We legally don't have to comply however, Valve stated they will punish those who choose not to.

Edit. It worked. Check the game tracker graph for my casual server. 300 less players in 2 days

if players drop because you removed a knife plugin then you should probably reevaluate your servers

If you don't know how to "reevaluate your servers" on your own, you shouldn't be running them at all.
