From what i remember, that got introduced before they removed all the items that had been gained by using idling programs.

I think it was how they detected who had been idling and who had not been and hence removed items or rewarded the halo.

I think some aspects of it where also for future usage.

It was quite a big issue at the time, basically:

There was a 3rd party program people referred to as "The Idler". Idling in TF2 (incase you didn't know) was simply standing in a server doing nothing in hope of getting an item.

Valve punished everyone who used The Idler by removing items that were found with it, since it's in their TOS that they are very against 3rd party programs, everyone using it was effectively breaking the TOS.

Everyone who got punished was given the CheatDetectedMinor hat, which was an empty item slot that warned players about their "cheating" when they opened their inventory. Similarly, Valve made a CheatDetectedMajor for people who continued the use the Idler (but of course the owner got rid of it to prevent any further "damage").

The Halo was a result of people who didn't cheat, and this infuriated a lot of people.

I think the whole saga was ridiculous, and the fact that people were actually complaining about players being given Halos just went to show how immature some of TF2's player base really are, you actually had (maybe still have) movements that are against things like healing people who have halos, or healing people who don't have halos, some server admins even decided to punish players who did or did not have halos.

hehe I know all about the halo stuff, its just the code thats there isnt really defining what its meant to do.
