[Hallucinogenic Troll]

Since I didn't find any plugin with this, I decided to create this thread, because someone may be interested.

I have a surf server which some of the maps has bombsites, but we don't allow people which plant the bomb to early.
Basicly what I want is a plugin which denies a bomb plant (maybe slapping the player) until the time is off (Ex: The map roundtime is 5 minutes, players can only plant 2min 30sec later).

Can anyone do this?
