I need help on a dedicated server i have all necessary ports open and firewall off AND ports in firewall open.
can someone please help asap i need to get it up!

Are you trying to host the server from your personal computer using a ISP. ?

If you are using WiFi router so you must forward you port through router.
Use http://portforward.com/
