Im looking for a Plugin that can do the following:

1. Identify specific Players via SteamID stored in a CFG File
2a. Display an, not overseeable, Message to all Players if one of these specific Players joins or leaves the Server (like Blinking Red in the middle of the screen for 5 seconds)
2b. Play a sound to all Players if a specified Player joins or leaves the Server
3. SteamIDs for specific Players should be stored in a cfg File

optional "would be nice if" Features:
-Different Text/Sound for Joining and Leaving the Server
-Different Text/Sound for Leave/join the Server for each Player (configurable via the cfg file containing the SteamIDs?)
-Display Text/Play Sound only to Players with a specific CLAN Tag
