Can someone make a plugin where player can type !addcond <number> to add certain condition on himself?

Here you go. Come's with a cvar sm_addcond_duration to allow you configure how long the condition lasts.

Had you searched the text in your first post '!addcond <number>' in google you would have seen that thread and all the other ones offering their own addcond plugin. The same goes for your wall walking post.
