Just a stupid question but why not just go to addons/amxmodx/configs/amxx.cfg and change that with "Welcome to %#¤SREVERNAME#¤% - This Server Is Using Amxmodx ! visit www.amxmodx.org"

Is there anyway where you make make only a certain part of the sentence a color but leave the rest normal. This is in text not Hud btw.

i.e:
Type admin_who to see which admins are on.
